Consultant: Communication and Stakeholder Engagement Services -SMMA Pilot


Project: Caribbean Blue Economy Financing (BluEFin) Project
Duration: 16 Months
Location: Saint Lucia
Remuneration: Negotiable, based on qualifications and experience

The Soufrière Marine Management Association (SMMA), in collaboration with the Saint Lucia National Conservation Fund (SLUNCF), invites applications from qualified individuals or firms to provide Communication and Stakeholder Engagement Services for the implementation of a Digital Payment System (DPS) pilot within the Soufrière Marine Management Area. The consultant will support stakeholder engagement, awareness raising, user adoption, and compliance with the DPS, while promoting understanding of the relationship between user fees and marine conservation outcomes.

Consultant: Legal Advisor -SMMA Pilot
 

Project: Caribbean Blue Economy Financing (BluEFin) Project

The Soufrière Marine Management Association (SMMA), in collaboration with the Saint Lucia National Conservation Fund (SLUNCF), invites applications from suitably qualified individuals or firms to provide legal advisory services in support of the implementation of a Digital Payment System (DPS) within the Soufrière Marine Management Area. The consultant will provide legal and regulatory guidance to ensure the DPS is implemented in a lawful, practical, and effective manner. The assignment will focus on reviewing the legal framework governing user fee collection, marine protected area management, digital payments, enforcement mechanisms, and revenue management, while identifying legal risks and recommending measures to support compliant implementation.

Location: Soufrière Marine Management Area (SMMA), Saint Lucia
Remuneration: Negotiable, based on qualifications and experience

The Soufrière Marine Management Association (SMMA), in collaboration with the Saint Lucia National Conservation Fund (SLUNCF), invites applications from suitably qualified individuals or firms to provide Mooring Assessment and Implementation Services within the Soufrière Marine Management Area. The consultancy will support the assessment, planning, and implementation of an improved mooring system aimed at enhancing marine resource protection, improving visitor management, increasing user safety, and strengthening sustainable financing mechanisms within the marine protected area.
